Mexico Energy Reform – Round 1 Challenges and Opportunities

Mexico’s National Hydrocarbons Commission (“CNH”) recently published the bid guidelines and model contract to tender 14 shallow-water oil exploration and production blocks. This initial tender follows historic milestones that began with the amendment of the Mexican Constitution in December 2013, the passing of the secondary legislation in August 2014, the issuance by the Ministry of Energy of the secondary legislation’s regulatory laws in October 2014, and the publication by CNH of the administrative rules to carry out exploration and production contract bids in November 2014.
