Jim Morriss, who grew up in Texarkana, is the new board president for the Capitol Area Council, Boy Scouts of America.

Morriss assumes the role of top volunteer leader of one of the highest-ranking Scouting councils in the United States, the Capitol Area Council. It has more than 20,000 youth members and 7,000 adult volunteers across 15 counties n Central Texas.
