If the outsourcing reform is successful, there will be an administrative burden for taxpayers and it would also be redundant because it will be necessary for each contractor to have the authorization of the Ministry of Labor.

The main issue of the reform is not the labor, but the tax because it could cause an individual to fall into outsourcing with the deficiencies of the definition and would cause people to end up in jail, said Mario Barrera, partner of the tax practice of Thompson Knight.
