Dallas – The law firm of Thompson & Knight LLP is pleased to announce Joshua Downer has joined the Firm’s Houston office as an Associate in the Corporate and Securities Practice Group.

Mr. Downer focuses his practice on energy transactions and regulatory matters, with particular expertise in the representation of upstream and midstream clients. His transactional experience includes the drafting of master service agreements, joint operating agreements, production sharing agreements, and similar operational contracts. Mr. Downer also counsels clients in questions of mineral title, calculation and payment of royalties, lease interpretation, and similar questions related to oil and gas operations. Additionally, he assists in the negotiation of contracts related to the construction and decommissioning of offshore wells and facilities.
His regulatory practice includes the representation of oil and gas companies in disputes with the Department of Interior, particularly the agencies that regulate the offshore oil and gas industry such as the Bureau of Ocean Energy Management and the Bureau of Safety and Environmental Enforcement. Mr. Downer has also represented numerous clients in matters before the Interior Board of Land Appeals.
Mr. Downer received a J.D. and Graduate Diploma in Comparative Law, summa cum laude, from Louisiana State University, Paul M. Hebert Law Center in 2012, and a B.A in History from Millsaps in 2008. He served as a Petroleum Landman before law school. Prior to joining Thompson & Knight, Mr. Downer was an Associate at Liskow & Lewis in Houston.
