Ben Hallmark focuses his practice on administrative law and litigation matters, including contested cases before state agencies such as the Public Utility Commission of Texas and the Railroad Commission of Texas. He has represented clients in a wide range of litigation and appellate matters involving energy issues, deceptive trade practice claims, trade secrets, and other complex commercial issues.

  • Recurring representation of a trade association of industrial energy consumers on contested matters before the Public Utility Commission, Courts of Appeal, and Supreme Court of Texas
  • Represented trade association of industrial consumers in ratemaking proceedings before the Texas Railroad Commission
  • Assisted in the representation of landowners in inverse condemnation matter involving a regulated electric transmission service provider and the placement of its transmission lines in a manner that affects saltwater disposal operations
  • Assisted in the representation of a national healthcare company seeking relief for antitrust violations, defamation, business disparagement, and tortious interference with contract and prospective business relations concerning the practice of allergy testing and immunotherapy
  • Assisted in the representation of a school district in an expedited trial and obtained final judgment in favor of the client, including defeating a temporary restraining order and allowing a bond election to proceed as planned
  • Assisted in the representation of a defendant in a trade secret case in state court before a jury in Houston, which resulted in a take-nothing judgment in favor of the client
