Experience

María Luisa Licón focuses her practice on international energy matters. She assists and represents national and foreign companies in their corporate and operational design for the development of oil and gas projects across the value chain. She provides general legal advice on energy regulations and compliance. Maria Luisa assists national and international oil companies in their participation in international public bids called by Pemex and the National Hydrocarbons Commission, including the bidding process, investor/operator structure, and implementation and compliance of awarded contracts. She also assists companies in their day-to-day operations; has experience with permits for the execution of midstream activities; and assists in the development of downstream projects related to hydrocarbons, petrochemicals, and petroleum products.

Representative Matters

  • Assisted Western Refining de México with its permits for the import/export and marketing of hydrocarbons
  • Participated in the representation of multiple companies in the various bid processes of Rounds 1, 2, and 3 called by the National Hydrocarbons Commission, including:
    • The winning consortium composed of Fieldwood Energy LLC and Petrobal for the award of the first Mexican production-sharing contract for the extraction of hydrocarbons in Round 1.2, Block 4
    • GS Oil & Gas, winning bidder in Round 1.3 for the “Ricos” Block
    • China Offshore Oil Corporation E&P México, winning bidder in Round 1.4; awarded two license agreements for the exploration and extraction of hydrocarbons in deep waters, in the Area of Cinturon Plegado Perdido
    • BHP Billiton Petroleum, winning bidder in the first Pemex Farmout process
    • Compañía Española de Petróleos and Pemex Exploración y Producción, winning consortium of Round 3.1 Block 18
    • Compañía Española de Petróleos, Pemex Exploración y Producción, and Deutsche Erdoel, winning consortium of Round 3.1, Blocks 16 and 17
  • Participated in the representation of MPG and Alfa in two international public bids for the production of hydrocarbons in mature fields of Chicontepec called upon by Pemex (including the winning companies for the San Andrés and Tierra Blanca blocks)
